About the admission of certain categories of persons.
According to the letter of the Ministry of Education and Science of Ukraine from 28.07.2022 № 1/8565-22 regarding ensuring the right to obtain higher education of individuals, who are participants in hostilities, as well as their families in terms of the list of documents, which can be used during admission to higher education institutions of the specified category of persons.
About the admission of certain categories of persons.
In order to ensure the right to obtain higher education of individuals, who are participants in hostilities, as well as their children, The Ministry of Education and Science of Ukraine appealed to the Ministry of Defense of Ukraine for clarification, what documents (references, statements etc) can be used when entering military service for combatants or children of combatants in the absence of such a certificate.
The Ministry of Defense of Ukraine supported the proposal regarding the possibility of using a certificate on the participation of a person in the implementation of measures to ensure national security and defense, repelling and containing the armed aggression of the Russian Federation in the Donetsk and Luhansk regions, ensuring their implementation (then - Help), the form of which was approved by the resolution of the Cabinet of Ministers of Ukraine dated 20.08.2014 № 413 "About the approval of the Procedure for granting and withdrawing the status of a participant in hostilities of persons, who defended independence, sovereignty and territorial integrity of Ukraine and directly participated in the anti-terrorist operation, ensuring its implementation or implementing measures to ensure national security and defense, repelling and containing the armed aggression of the Russian Federation in the Donetsk and Luhansk regions, ensuring their implementation", as confirmation of the belonging of persons to the category of participants in hostilities during admission to higher education institutions in 2022 year, as well as during consideration of other issues.
The certificate is issued to individuals, who were involved in the ATO (OOS) in Donetsk and Luhansk regions.
Simultaneously, during the full-scale military invasion of the Russian Federation from 24 February 2022 year, hostilities are taking place almost on the entire territory of Ukraine.
Given the above, MES does not object to the use of the Certificate for confirmation, if necessary, the status of a participant in hostilities for defenders of other regions of Ukraine, where active hostilities are currently taking place.
