28 June 2006 p. NATO's North Atlantic Council approves Alliance proposal to establish new NATO Science Committee for Peace and Security. The new committee is the result of a broad initiative to restructure the Alliance's working bodies, which brought together the best aspects of the former NATO Scientific Committee and the Committee on the Challenges of Modern Society.

The idea of ​​combination is caused by the need to simplify administrative procedures in the context of preparation of projects in the field of science and environment in particular, and the feasibility of establishing a unified system of NATO budget resources for planning and implementing projects in the field of non-military cooperation..
The NATO Science Committee for Peace and Security has become a key committee of the Alliance, which supports practical cooperation in civil science and innovation and connects science with society through projects, initiated and implemented within the existing procedures of the program "Science for Peace and Security" (former name – "Security through science").

This approach takes into account best practices, acquired by NATO and Allies over the past decade; expected result – a simplified and more efficient NATO resource management system, from incl. administrative and financial.

The Science Committee for Peace and Security has several main goals:

  • implementation of cooperation projects with an emphasis on partnership;
  • demonstration of openness and transparency, ability to work together in projects on a mutually beneficial basis;
  • identification of security threats, threat prevention, finding and making adequate decisions;
  • decision-making at the national level and exchange of information between experts, scientists, politicians in solving current problems of today, involvement of scientific, expert and political opinion from Allied partner countries

PRIORITIES FOR SCIENCE AND SECURITY SCIENCE PROGRAMS
(earlier – SECURITY THROUGH SCIENCE)

The NATO Science Committee for Peace and Security is gradually adapting its work program to these key objectives in order to better and more effectively meet the challenges of global security., which changes. Such a program is called "Science for Peace and Security".

The program and its activities will continue to be administered by the Public Diplomacy Unit. The Science for Peace and Security program will be included in NATO's operations planning and training documents, Euro-Atlantic Partnership Work Plan, Partnership Action Plan against Terrorism, Working program on the development of the Mediterranean dialogue, NATO-Ukraine Annual Target Plan and Individual Partnership Action Plans.

The new program aims to promote cooperation in science and technology in the context of maintaining a secure environment in the world. The program will continue to encourage Allies and the Mediterranean to intensify practical cooperation in these areas., which are defined by the key dimensions of cooperation in the Euro-Atlantic area and which are in the interests of the countries of the Euro-Atlantic dialogue.

The program will also focus on preventing and countering terrorist threats, other security threats and challenges, including countering environmental and computer terrorism, food safety, etc..

Special emphasis is placed on this, that new projects, offered by partner countries and countries in the Mediterranean region, must be in line with the priorities of those nations and the interests of the Alliance and its member countries. This will allow the program to focus on achieving specific goals and meeting the objective needs of end users..

KEY ELEMENTS OF THE SCIENCE AND SECURITY SCIENCE PROGRAM

The key elements of the Science Program for Peace and Security are:

  1. Establishment of computer networks for the development of digital communication in partner countries;
  2. Involvement of the young generation of scientists in solving current problems;
  3. Implementation of priority projects in partner countries, countries of the Mediterranean dialogue;
  4. Development and support of networks of experts in key areas of the Program;
  5. Carrying out research and implementing projects at the expense of national funds with the involvement of governmental and non-governmental experts of the Alliance with the financial support of the Science for Peace and Security Program;
  6. Promoting the training and internships of young scientists, experts and politicians from Allies and its partners, establishing links between them for the exchange of experiences and initiatives and optimizing the development of substantive dialogue through projects, which are of mutual interest.

SCIENCE PROGRAM MECHANISMS FOR PEACE AND SECURITY
The program has appropriate support mechanisms (schematically looks like this):

Science for Peace is key in the scientific dimension and is an element of supporting the Alliance's cooperation with partners in priority areas of science and technology.

The program also applies to:

  • Grants for cooperation (CLG);
  • Grants for visits and meetings of experts (EV);
  • Grants for the development of advanced studies, creation of research centers in the future (ABOUT);
  • Research grants (ARW);
  • Reintegration grants, which aim to promote the implementation of the idea of ​​applied research in practice (RIG);
  • Support for the development of computer networks in partner countries.

This support mechanism applies to:

  • Grants for computer network infrastructure development (NIG);
  • Preparation and holding of seminars, meetings of experts in improving computer and telecommunications networks, from incl. for scientific, research and educational institutions (ANW);
  • Research.

Grants for cooperation are provided to support research in such priority areas:

  • Protection against terrorism (chemical detection, biological, radiological or nuclear substances and weapons (CBRN), physical protection against CBRN substances, protection of the civilian population from its influence, decontamination of CBRN substances, countering environmental and computer terrorism);
  • Combating other security threats (ecological safety, use of water resources, forecasting and prevention of natural and man-made disasters, food safety, informational security, human and social dynamics).

Advisory Councils of the Science Committee for Peace and Security

Evaluation and selection of project proposals is carried out by the Advisory Boards of the Committee, which consider applications for participation from Allies and Partner countries. It depends on the protocol decision of the Advisory Boards, whether the project proposal of the participating countries will be approved, or not.

Advisory boards are established by the Committee and cover four dimensions:

  1. Chemistry / Biology / Physics;
  2. Informational security;
  3. Ecological safety;
  4. Human resources.

Scientists and academics from Allies participate in the Advisory Bodies, NATO Partner countries, countries of the Mediterranean dialogue. The number of specialists of one Advisory Body is 15 people.

Each of the Advisory Groups is responsible for development, revision, approval, implementation and reporting on the status of implementation of existing NATO programs and projects, implemented in Alliance partner countries in particular.
The National Representative and his Deputy shall be elected for a term of two years.
Members of the Advisory Groups are appointed for a two-year period, who are invited, if necessary, to NATO Headquarters for practical cooperation with the Alliance.

Providing the program

The program is staffed by the NATO International Staff's Office of Public Public Diplomacy at the organization's headquarters in Brussels.. Two sectors are responsible for the program - the cooperation programs sector and the threats and challenges sector. The Office is headed by NATO's Assistant Secretary General for Public Diplomacy, who is also the chairman of the Committee. The unit also has two Deputy Assistant Secretaries General, one of which is responsible for scientific cooperation.

The mechanism for submitting project proposals, as well as the procedure for their consideration is quite simple and detailed on the website of the Office of Public Diplomacy of the CU. Simultaneously, it is worth giving some recommendations to Ukrainian scientists, specialists, researchers, who plan to submit project applications to NATO CUs to participate in projects.

  • Firstly, it is worth deciding on the idea and concept of the proposal, which should correspond to the priorities of Ukraine and correspond to the key areas of cooperation with the Alliance, mechanisms of the program "Science for Peace and Security";
  • by – the second, the subject of the project must be innovative. If, if the subject matter and nature of the project proposal duplicates other or existing projects, implemented, the offer risks being rejected or considered as such, which does not correspond to the innovative model of development of relations with the Alliance;
  • Third, the project proposal must contain information on the range of project participants and the partners - the member country (or several Member States) Alliance from among academia, profile research institutions, non-governmental organizations. With, should be considered, that project proposals should contain brief information on the nature of the research or other type / type of activity in essence. Particular attention is paid to the final result of the project, its further practical application by the country, who initiated the project. Project deadlines can range from 12 to 36 months. Cost estimates for each stage of research preparation, works, etc., from incl. list of funds in case of their purchase, must be indicated in euros; the total project budget cannot exceed 300 th. euro. If the proposal according to the designers exceeds the funding limit, set for Science for Peace, should be indicated, what share of funding is covered by project participants.

The procedure for preparing projects for approval lasts three times a year: to 1 March, to 1 July and 1 until November.

After receiving proposals from applicants, NATO CU experts prepare meetings of the Advisory Councils in accordance with the topic, where the content is considered, concept and financial conditions of the project. In case of formal approval, the project proposal with the recommendation of the Advisory Body is submitted for approval to the head of the Public Diplomacy Department for a decision.

Usually, project proposals are forwarded to the NATO CU through delegations from Allies and Partner countries at NATO Headquarters. This allows you to monitor the decision-making process on the merits, and, if necessary, make adjustments in agreement with the project developer on one side or the other, if necessary. If necessary, project proposal developers may be invited to a meeting of the relevant Advisory Group to “defend” their work.

Ukraine will receive 1 million 200 thousand euros of assistance from the Government of the Czech Republic for the modernization of the educational system. The funds will come in equal parts, by 400 thousand euros, for three years (2019-2021).

The second component involves interuniversity cooperation between Czech and Ukrainian universities. Due to this, Ukrainian universities should create and / or improve their internal quality assurance systems in accordance with the Standards and Recommendations of the European Higher Education Area. “The purpose of the third direction is to improve the quality of educational services in displaced free educational institutions and to include internally displaced persons in the educational process..
