Having discussed the information and analytical materials on preparations for 2019-2020 school year and report to Head of Education, Youth and Sports Rakhiv District State Administration Sevch OI. "The new Ukrainian school - from start to success!», conference recommends district teaching staff:

1. Report Head of Education, Youth and Sports Rakhiv District State Administration Sevch OI. "The new Ukrainian school - from start to success!», take note.

 2. In 2019 / 2020n.r. activities educational groups of educational institutions, methodical service, education department, Youth and Sports aim at improving the quality of educational services through:

– modernization of the content of preschool and primary education;

–  equal access to quality education;

– initial and transition to a new primary school learning content;

– update content, forms and methods of training and education in terms of implementation of the New Ukrainian schools and the implementation of new state education standards;

– enhance the professional competence of teachers;

– meet the needs of the individual;

–  improved monitoring of the quality of education;

– promoting a healthy lifestyle, physical development of children and preparing young people for self-employment;

– improve the social protection of participants of the educational process;

– implementation tasks, provided regional action plan to implement the National Strategy for Development of Education in Ukraine until 2021 year.

 3. Department of education, Youth and Sports Rakhiv District State Administration:

 3.1. Continue to implement the regional action plan to implement the National Strategy for Education in Ukraine until 2021 year, creating conditions that will ensure equal access to quality education.

3.2. Take steps to ensure the transition of primary and basic school to new content and structure training according to requirements of the new Ukrainian school (Teachers provide relevant state programs and guidance - teaching materials).

3.3. Continue optimization of the network of secondary education taking into account the demographic, financial and economic factors.

3.4. Ensure the integration of children with special educational needs in secondary space by creating conditions in inclusive classrooms of educational institutions.

3.5. Provide computer and multimedia technology, equipment didactic material, furniture 1 itâ second class institutions of secondary education district, necessary for the implementation of competency training.

3.6. Continue implementation of measures to computerization and informatization of educational institutions.

3.7. To assist in providing all educational institutions of high-speed Internet access using modern technology for highly efficient connections to access educational resources.

3.8. Implement measures to equip primary schools supporting modern logistics, including physics classrooms, chemistry, biology, geography, mathematics, educational computer complex, multimedia equipment, etc..

3.9. To ensure quality delivery of children, living below the walking, and purchase one school bus for transportation of children to educational institutions..

3.10. Ensure orphaned children, children, Deprived of Parental Care, coverage of rehabilitation of school children in the camps prishkolnyh.

3.11. To ensure absolute free children of privileged categories, children, whose parents were, involved in environmental protection MAT, Children of immigrants).

3.12. Continue conducting educational work among children and parents about responsible attitude to nutrition and personal care.

3.13. Ensure the payment of one-time financial aid to children - orphans and children, deprived of parental care, aged 18 years.

3.14. Work to improve safety management, life safety education as required by regulations state, Industrial and domestic force on health.

3.15. Keep under control the issue of educational institutions of the district highly qualified specialists with appropriate special education.

3.16. Make arrangements for coverage of pre-school education 100% Children from three to six (seven) years.

3.17. Continue to create optimal organizational and pedagogical conditions for implementing the requirements of the basic components of pre-school education, improving the quality of education.

3.18. To ensure the functioning and development of secondary and primary education according to the Law of Ukraine "On Education".

3.19. achieve performance:

– basic energy saving measures;

– basic measures to comply with state sanitary rules and regulations.

  1. District instructional education department, Youth and Sports Rakhiv district administration:

 4.1. Continue to District scientific - methodical problem "Modernization of educational work to promote the creative personality and professional competence of teachers and administrative staff, as a way to improve the quality of educational services ", direct the activities of RMK, ZZSO, up until the, ZPO for its implementation.

4.2.Provide organizational and practical measures for planning professional development of teaching staff, who work in one's, 2-graders in 2019/2020 NR.

4.3. Improving the training of primary school teachers on the implementation of the new State standard of primary education based on ZIPPO.

4.4.Participate directors and deputy directors of educational institutions of secondary education in the activities of training for work in the new Ukrainian school.

4.5.Provide information and advisory work and provide various forms of methodological work to implement the concept of "New Ukrainian School".

4.6. Provide ongoing scientific - methodical tracking and forecasting of professional development educational management and teaching staff.

4.7. Intensify efforts to include educational groups, school leaders, teachers in search, experimental - research activities, the realization of their creative potential, dissemination of teaching experience to stimulate creative, intellectual, spiritual development and meet the needs of workers in professional self-education sector.

4.8.To provide methodological support to implement the requirements of instructions and guidelines of the Ministry of Education and Science of Ukraine "On guidelines on the teaching of subjects in institutions of secondary education 2019/2020 academic year " (letter of the Ministry of Education and Science of Ukraine 01.07.2019 № 1/11-5966).

4.9. Continue to implement scientific - methodological support implementation of tasks of the new Ukrainian school, State standards, new training programs to enhance the professional competence of teachers, pay attention to:

–  development of methodological repository;

– improving scientific and methodological support innovation by involving specialists of educational institutions;

– use educational and social portals.

4.10.Provide training and methodological support of invariant and variable component of the curriculum of secondary education institutions.

4.11. Continuing to provide methodological assistance to heads of educational institutions, teaching staff of the organization of a specialized classes.

4.12.To organize methodical structures of forms and methods of work, which would satisfy most needs teaching staff, are taught in specialized classes.

4.13.Improve organizational - methodological support different types of monitoring quality preschool, secondary education.

4.14.Enable the use of modern information and communication technologies in the system of scientific - methodical work of teaching staff.

4.15.To take steps in promoting and implementing STEM-STEAM-STREAM- education in the educational process.

4.16.Pay special attention to the improvement of teaching teachers unions – for subject in connection with the adoption of updated programs 2-11 classes and the introduction of competence-based approach to learning.

4.17.Provide methodological support the content of the educational process in institutions of secondary education for the implementation of the New Ukrainian schools and implementation of content standards State primary lines, basic and complete secondary education in educational areas 2019-2020 school year.

4.18. Diagnose the competence of professional capacities school librarians area in order to address methodological assistance.

4.19.Take measures to improve the qualifications of teaching staff,  primary school teachers and teachers, working with pupils with special educational needs.

4.20.Provide methodological support for implementing the requirements of the basic components of pre-school education.

4.21.Coordinate the activities of pre-school education to fulfill the main objectives of preschool education.

4.22.Contribute to improving the quality of preschool education.

4.23.Promote preschool education area practical psychologists in accordance with standard norms of regular preschool education.

4.24.To provide methodological support to implement the requirements of instructions and guidelines "On organization of educational institutions, providing pre-school education 2019/2020 school year (MES letter Ukraine vid02.07.2019№ 1/9-419).

4.25.To direct the work of teaching staff to provide pre-school education institutions effective assistance in the area of ​​innovative technologies.

4.26.To expand and deepen cooperation with the Transcarpathian Regional Institute of Postgraduate Education, funds, organizations, associations.

5. District Heating institution "Rahiv inclusive resource center":

5.1.To provide a comprehensive assessment of psychological and educational development of children.

5.2.To provide psychological and educational assistance to children with special educational needs.

5.3.Maintain a register of children, have passed comprehensive assessment and are registered in the Center.

5.4.Provide counseling teaching staff of educational institutions on the organization of inclusive education.

5.5.Provide advice and psychological assistance to parents of children with special educational needs in the formation of positive motivation for the development of children.

5.6.To establish cooperation between educational institutions,  Service for Children, regional center of social services for families,  children and young people to qualified support for children with special educational needs.

 6. Directors secondary education institutions:

6.1. Prepare and conduct pedagogical council on the results of last school year, define job 2019/2020 NR. 30 August 2019 year.

6.2. Organize and hold:

– first lesson according to guidelines for first lessons in 2019/2020 school year;

–  Knowledge Day celebration 2 September 2019 year;

6.3.The priority areas to improve the management of educational institutions considered:

–  development and state governments and public administration in education (governments facility staff education, education candidates, paternal government authorities, oversight ( trustees) Council educational institution) under decentralization;

– modernization of the management of educational institutions, updating the content of education, improving teaching methods, introduction of modern technologies, Development of logistics;

– Development of innovative space each institution of secondary education;

– a profound analysis of the functioning of institutions of secondary education, identification of prospects, outlining strategies to achieve the goal and planning activities in accordance with modern trends in education in the state;

– constant updating managerial knowledge, development, self-development and self-improvement manager, improving management competence in terms of implementation of the Concept of the New Ukrainian school.

6.4. In order to modernize human resources policy:

– ensure the implementation of measures to improve the quality of the teaching staff;

– ensure the participation of teaching staff in the area of ​​distance learning courses, training course in between period;

– take steps to maximize return and employment of graduates of pedagogical institutes, whose preparation was carried out by state order, create the right conditions for their work, life, creative growth;

– in order to consider training to 2020 year needs teachers, which will ensure the implementation of the new curriculum in the modernization of education;

– Continue moral and material incentives for teaching staff district.

 6.5. In order to improve the quality of education:

– ensure the quality of education by updating content, forms and methods of training and education,  implementation of competence approach, pre profile training programs and vocational training, improving training programs, strengthening the material-technical base, enhance the professional competence of teachers;

– to ensure the development of students' competencies, that they need in today's world: knowledge of foreign languages ​​and information technology, the ability to think critically, cooperate with other, Lifelong learning, be responsible citizens of their country;

– take personal control of the level of teaching and pedagogical staff compliance assessment criteria of student achievements;

– provide conditions for the implementation of updated guidelines to educational programs designed to meet the Education Act and corresponding state standards (Order number 405 from 20.04.2018 year, № 406 from 20.04.2018 year, №407 from 20.04.2018 year, №408 from 20.04.2018 year);

– promote STEM - education in institutions of secondary and primary education;

– analyze the results of UPE graduates items, their annual compliance assessment and determine a quality indicator of all teachers, who teach subjects, students selected for testing, initiate discussion of issues specified teaching tips;

– at meetings of the teaching units to conduct training sessions,  online testing to improve the quality of teachers and practitioners to solving tests at different levels;

– use the results of UPE graduates in the professional certification of teaching staff, During the distribution of teaching load, material incentives for teachers;

– ensure priority development and functioning of Ukrainian as the state language, English as a language of international communication;

– ensure continuity at all levels of schooling, adapting to the child of primary, primary school, problem adaptation period and elimination;

– pay special attention to the organization of education of children with special needs;

– improve the system of state - public management under decentralization.

6.6. In order to achieve the objectives of the New Ukrainian school:

– provide necessary conditions, tools and techniques for teaching students, educators, father of the new Ukrainian school ;

–  ensure the implementation of tasks, defined by the updated curriculum, State standard of primary education and conditions of implementing the concept of "New Ukrainian School";

–  provide a learning environment for the realization of the concept of "new Ukrainian school" in one's, 2-graders ZZSO;

–  Planning and design education area schools focus on child development and motivation of learning.

6.7. In order to create optimal conditions for working with children with special educational needs:

– continue to expand the network of schools with inclusive education, improving the regulatory framework;

– continue District Teachers', working with children with special educational needs;

– implement measures to improve the training of teachers and heads of educational institutions, working in conditions of inclusion;

– qualified to carry out systematic psychological and pedagogical support of children with special educational needs,  staying on inclusive education;

– learn from the experience of schools with inclusive education, its effectiveness and applicability;

– to establish closer cooperation between the class teacher, teachers -predmetnykamy,  teachers, who teach classes corrective, parents in teaching children with special educational needs;

– to establish cooperation between educational institutions and KU "Rahiv inclusive resource center" to conduct a comprehensive assessment of psychological and educational development of children.

6.8. In order to improve the work with gifted children:

–         to ensure raising research work with gifted students;

–         implement blended learning talented youth;

–         ensure improving the quality of the district MAN and bring it to study the maximum number of gifted students;

–         tighten control over the targeted training of students to participate in competitions, competitions, Internet Contest;

–         provide improve the quality of students to Ukrainian students of subjects;

–         ensure the implementation of the work with gifted students innovative technologies;

–         promote the active involvement of teachers, psychologists to participate in the national competitions of pedagogical skill, designed to work with gifted pupils.

6.9. In order to improve the efficiency of the implementation of the educational process of educational information - communication technologies:

–         update the database of secondary schools and pre-school education in public education information system (DISO Rakhiv district);

–         constantly replenish the information on the websites of secondary education institutions, pre-school and school education;

–         form information culture of students and teachers according to their information needs;

–         attract students and teachers to participate in on - line, of – line projects, applications, experiments, competitions, competitions, Internet - events (workshops, webinars, Skype meetings), Online Contest;

–         use the Internet - resources and services as a means informalnoyi education teacher and student;

–         increase the efficiency of Google-services in administrative activities and learning process;

–         introduce a system of distance learning and provide for her through effective use of ICT;

–         promote active introduction of distance learning for children with special educational needs;

–         continue to create Internet resources subject teachers;

–         engage teachers and students in STEM-education implementation in the educational process;

–         promote the development, implementation and presentation of STEM-projects;

–         implement training-through-STEM, Competency-oriented forms and methods of teaching, system-activity approach;

–        introduce innovative, Gaming technology training, technology case-study, Interactive methods of group learning, problematic methods of developing critical and systems thinking, etc.;

–         adjust the content of individual subjects of subjects with an emphasis on personal and Training, Playing teaching methods, value attitude to the test question;

–         create pedagogical conditions for obtaining effective individual experience of project activities and development of start-ups.

 6.10. In order to introduce innovative technologies:

– promote innovation culture teachers, willingness to innovate through self, self, self current professional competences;

– promote active implementation in the educational process of new educational technologies, techniques, Children learning to enhance the quality of education;

– create conditions for the search of creative activity and research and experimental activities of teaching staff, participation in national, international projects, exhibitions;

– intensify work on implementation experience creatively working teachers.

6.11. To improve vocational training:

– provide coverage of professional education of all students 10-11 classes ZZSO area under the new typical educational program of secondary education institutions of III degree, approved by order of MES 20.04.2018 year №408);

– provide for the introduction of pre profile training for students 8-9 classes according to the profile of training and courses for advanced study in core subjects 10-11 classes;

– provide training and strengthen the material base for the introduction of Special Education;

– constantly monitor students specialized classes participate in competitions,  competitions, their performance in testing;

– teachers, working in specialized classes, continuously improve professional skills, implement new approaches to teaching subjects, work on the final result - high quality knowledge seniors.

 6.12. In order to strengthen educational measures for pupils:

– to ensure the development of educational institutions of secondary education;

– promote the further expansion of educational areas of cooperation with NGOs, social institutions on patriotic education;

–  ensure the development of a system of moral and ethical education of students;

– ensure the participation of students in historical events nationwide;

– ensure consistency in the organization of legal action, psychological and educational, social and health, education, Information and educational nature.

6.13. In order to intensify the military-patriotic education:

– based on a general secondary education institutions swarms and implement their training in accordance with the Regulation "On the Organization of Ukrainian junior military-patriotic game" Falcon " ("Jura") in educational institutions ";

–  conduct training and field meeting pupils of secondary education institutions centrally district involving representatives Rakhiv district military commissariat and military units, located in the district;

– continue working groups on military sports profile ("School Safety", "Falcon" ("Jura") etc.) on the basis of educational institutions;

– create a school museum exhibition of EP members of the Armed Forces, trained, worked in the institution, Event organizing, educational hours, volunteering activities etc..

 6.14. In order zdorov'yazberezhuvalnoyi function of education:

–  to ensure the development of healthy educational environment;

– carry a complete set of logistics gyms of educational facilities, which is necessary for high-quality physical culture lessons;

– provide updates gyms material resources and preservation of sports facilities, located on the sports complex educational institutions;

– ensure existing gyms and playgrounds educational institutions new sports equipment and inventory;

– continue cooperation with village, village head in the context of the transportation of students in district and regional competitions;

– ensure increased performance sports clubs Coach and educational institutions participate in regional competitions.

6.15. In order to improve the work of school psychologists provide:

– psychological support to participants in the educational process;

– adaptation of teachers to work in implementing the concept of "New Ukrainian School";

– psychological support at the current level of first-class New Ukrainian school;

– individual approach to each participant in the educational process;

– preserve and enhance the mental health of students;

– psychological readiness of students of the 11th class testing before delivery;

– psychological support for children and help parents, enrolled in the inclusive form;

– providing psychological care for children of preschool and school age, who moved from the temporarily occupied territories and areas of environmental protection MAT;

– effective work of psychologists on the prevention of crime and suicide attempts among children and youth;

– establishment of educational institutions information corners methodical literature, information hotline, address and data modes psychological assistance centers.

6.16. In order to strengthen social protection of children - orphans and children, Deprived of Parental Care:

– to ensure the creation of appropriate conditions and social security in the quality education of children - orphans and children, deprived of parental care, and students with special needs;

– step up efforts to solve the problems of children of privileged categories in order to improve living conditions, training and education;

– tighten control over compliance with applicable laws on the protection of disadvantaged children;

– provide psychological support students in learning and education, supporting vulnerable children.

6.17. In order to improve the operation of school libraries:

–         enhance the role of the librarian and his activities in the formation of information, library - bibliographic, readers reading culture in the new Ukrainian school;

–         promote the full meet the needs of participants in the educational process in training, reference, educational and popular literature, ensuring its diversity according to the requirements of the new Ukrainian school;

–         Library facilities provide secondary education with modern computers, necessary software, Internet connection;

–         a school library at the institution of secondary education of library and information center, conducting library and information support of the educational process;

–         timely provide students and teachers access to relevant information, improvement of expertise in the analysis of information needs, meet individual needs education, interests;

–         expand the information space users of Internet resources;

–         use innovative forms of work with readers while participating in the annual nationwide monthly school libraries.

6.18. With the successful transition of the child from the first level of education to the next step up cooperation with institutions of preschool education.

7. After-school education institutions (RBDJuT, RCNTT, DJuSŞ):

7.1. ensure coverage of children school education at least 63%, pay special attention to coverage of children vulnerable categories and adolescents with deviant behavior;

7.2. foster the spectrum of modern education services to meet the needs and interests of children area;

7.3. ensure the use of modern means of communication for development partnerships with businesses, NGOs and international organizations for adult education;

7.4. provide updates to the content of school educational institutions by introducing modern forms and methods of work.

8. Head of preschool education:

8.1. 30 August 2019 year to prepare and conduct pedagogical council on the results of last school year and determine the basic task 2019/ 2020 academic year;

8.2. Activities organized institution in accordance with the instructions and guidelines "On organization of educational institutions, providing pre-school education 2019/2020 school year (MES letter Ukraine vid02.07.2019№ 1/9-419);

8.3. To intensify cooperation with institutions of secondary education to create the conditions for a successful transition of the child from the first to the next level of education;

8.4. Equip Institutions practical psychologists, provide psychological support, socialization problems preschoolers;

8.5. Ensure internal monitoring education quality;

8.6. Ensure regular visits to the institution pupils older school age;

8.7. Continue work on the organization of modern educational environment of preschool education institutions, conducive to the formation of harmoniously developed personality and the realization of individual creative needs of each child.

9. Rural, recommend to the village head:

9.1.To ensure the functioning and development of preschool education in accordance with the Law of Ukraine "On Preschool Education", instructions and guidelines "On organization of educational institutions, providing pre-school education 2019/2020 school year (MES letter Ukraine vid02.07.2019№ 1/9-419);

9.2. Continue work on the organization of modern educational environment in preschool education.
