Recommendations regarding the program implementation mechanism, projects and implementation of state policy measures in the youth sphere and the sphere of the affirmation of Ukrainian national and civil identity in the case of establishing a yellow level of threat

Recommend to subjects of youth work, to the subjects of relations in the sphere of the establishment of Ukrainian national and civil identity, regardless of the form of ownership during the implementation of programs, projects and implementation of state policy measures in the youth sphere and the sphere of the affirmation of Ukrainian national and civic identity (further - measures, projects in the youth sphere and in the sphere of the affirmation of Ukrainian national and civil identity):

• to ensure security measures during the organization of events, projects in the youth sphere and the sphere of the affirmation of the Ukrainian national and civil identity in the event that the yellow level of the threat of air attack means is established by the administrative document of the organizer of the event, of the project in the field of youth and the field of affirmation of Ukrainian national and civil identity to determine the person responsible for organizing actions in the event of the announcement of the "Airborne alarm" signal, regardless of the established threat level of air attack means (further - responsible person);
• responsible person to provide information to the participants of the event, of the project in the field of youth and the field of affirmation of Ukrainian national and civil identity about the locations of shelters and routes of movement to them, organization of actions in case of announcement of the signal "Air alarm", as well as coordinate the work on providing assistance to persons with disabilities and groups with limited mobility during the transfer to shelters;
• in the case of setting the yellow level of the threat of air attack and receiving the "Air alarm" signal, the decision to continue or stop the implementation of the event, the project in the field of youth and the field of affirmation of Ukrainian national and civil identity is accepted by a responsible person;
• in the event of a decision to continue the implementation of the event, of the project in the youth sphere and the sphere of the affirmation of the Ukrainian national and civil identity, such an event is held exclusively in the premises, buildings, buildings or territories, where there is temporary or permanent shelter for event participants in the youth sphere and the sphere of the affirmation of Ukrainian national and civic identity;
• provide the responsible person with a loudspeaker, megaphone, a loudspeaker or a microphone with a speaker for prompt information of the participants and organizers of the event, of the project in the field of youth and the field of affirmation of Ukrainian national and civil identity about the state of the threat of air attack means, proving the "Air Alarm" signal and other information, related to security;
• after receiving the signal "Bounce of the air alarm" taking into account the duration of the air alarm, the current security situation, state of the venue of the event, project, time, necessary for the return of participants, and the possibility of implementing the program, the responsible person makes a decision to continue the implementation of the event, of the project in the field of youth and the establishment of Ukrainian national and civil identity, its continuation according to the adjusted program, change in format or duration or early termination. The decision is immediately brought to the attention of the participants of the event in the youth sphere and the sphere of the affirmation of the Ukrainian national and civil identity with an indication of the time, place and order of further actions.
